A voice is speaking permanently in a strange language, every now and then it also sings a bit. 24 hours day by day. But nobody listens, like with all the announcements systems in the world where permanently some important messages appear (mostly advertisements). It is like nowadays communication, be it the internet or the lunatic on the street, everybody speaks and no-one listens.
